  41. WHO MAY SUBMIT AN IDEA?

  43. We welcome ideas from all sources, including universties, technical
  44. and professional associations, and industry as well as individual
  45. scientists, engineers and the general public.

  47. MAY A NON-U.S. COMPANY, CITIZEN, OR ORGANIZATION SUBMIT IDEAS?
  48.  
  49. Yes. However, consideration and acceptance of ideas from non-U.S
  50. sources does not imply that NASA will eventually enter into specific
  51. agreements with those individuals or organizations. This Outreach
  52. Program is not part of, and does not in any way substitute for, the
  53. government-to-government exploratory dialogue that the U.S. will
  54. undertake with other countries on conceptual possibilities for
  55. international cooperation in the Space Exploration Initiative.

  57. WHAT HAPPENS TO MY RESPONSE?
  58.  
  59. Your idea will be logged in and acknowledged by mail. It will be 
  60. read and may be analyzed, evaluated, and combined with other ideas
  61. to develop a synthesis that represents the most promising
  62. alternatives for exploring space. The architectures, systems and
  63. technologies that emerge will undergo intensive analysis, 
  64. development, and demonstration over the next few years. The results
  65. of this process will establish an operational agenda for development
  66. of our space program.

  68. HOW DO I SUBMIT MY IDEA?
  69.  
  70. 1. FILL OUT AND RETURN THE "INTENT TO RESPOND" FORM IN THE POSTPAID
  71. ENVELOPE ADDRESSED TO:

  77. The purpose of this form is to allow us to prepare adequate and 
  78. appropriate resources for analyzing responses. *Please return this 
  79. form within five days of receiving these materials* and provide your
  80. best estimate of the number and kinds of ideas you intend to submit.
  81. You may submit as many ideas as you wish, but please send in only
  82. one "Intent to Respond" form.

  84. 2. THEN PREPARE A SEPARATE SUBMISSION FOR EACH IDEA. Include a 
  85. separate "Cover Sheet" for each idea and prepare the 2-page Summary
  86. and optional 10-page (maximum) Back-Up Paper for each idea according

  100. may make copies of the "Cover Sheet" in the package you have and
  101. use your own self-addressed labels for acknowledgement of receipt.

  103. label if you wish to track receipt of your responses individually.

  105. WHAT IS THE DUE DATE FOR MY RESPONSE?

  107. The due date for receipt at the P.O.Box is August 15, 1990. Late 
  108. submissions will be accepted, but may not be considered as part of
  109. the initial review and synthesis process. If you wish, you may send
  110. responses via U.S.Post Office Express Mail to the P.O.Box.

  114. No, we regret that we cannot accept responses via fax. Responses
  115. received this way will not be acknowledged and will not be considered

  124. WILL I BE ASKED TO PROVIDE ANY ADDITIONAL INFORMATION?

  126. Possibly. Analysis of some ideas may require additional information.
  127. In this case you will be contacted directly by The RAND Corporation
  128. using the name, address, and telephone number you provide on the
  129. Cover Sheet for your response. Unfortunately, we cannot respond to
  130. unsolicited offers of oral presentations or discussion of ideas.

  132. SHOULD I SUBMIT PROPRIETARY INFORMATION?
  133.  
  134. No, proprietary information should NOT be submitted to The RAND
  135. Corporation. If you have a new and innovative idea you believe to
  136. be proprietary, you may submit a *non-proprietary description* of
  137. that idea. This non-proprietary description will be the sole basis
  138. for evaluation. In the event additional information is required,
  139. you will be contacted about how to submit proprietary details. Any
  140. information marked proprietary will not be considered as part of
  141. this process and will be destroyed.

  143. WHAT ABOUT CLASSIFIED MATERIAL?
  144.  
  145. No classified material should be submitted. Do not mark any 
  146. material as proprietary, classified, secret, or confidential.
  147. Material with any such markings will be destroyed and will not be
  148. considered as part of this process.

  150. WILL I BE COMPENSATED IN ANY WAY?
  151.  
  152. No, we have tried to keep the process of submitting ideas simple,
  153. but we cannot compensate you for the cost of submitting them or
  154. for any use of the submissions. While this solicitation is
  155. intended to begin the process of setting an agenda for developing
  156. space exploration, it is not tied to any direct funding.

  158. HOW WILL I BE RECOGNIZED?
  159.  
  160. All ideas received will be acknowledged and may be included in the
  161. database from which the nation's Space Exploration Initiative
  162. will be derived.

  164. HOW WILL I FIND OUT THE RESULTS OF THIS PROCESS?
  165.  
  166. Any participant who requests one will receive a summary report
  167. which is expected to be available mid-1991. We regret that we
  168. cannot provide interim status reports or results on an individual
  169. basis.
